Those organizations can limit which repos and accounts a non-admin can use, and they can see workspace-wide reports.

Settings → Accounts is not a list of social logins. Social and ad accounts are chosen under Integrations. This page is who inside the organization can use which repo and which connected account. Portfolio reporting and those per-person limits show up for Enterprise, and for a workspace marked as an agency. Everyone else sees a short note and a link to billing.
